抗日战争时期 ,农业经济是根据地最主要的社会经济成分。因此 ,农业生产、农民生活及农村状况如何 ,不仅对根据地的政治、经济产生着深刻的影响 ,而且对坚持长期抗战有着重大的意义。为确保农业经济的恢复与发展 ,根据地政府依照党中央的指示 ,颁布了一系列的条例与法规。透视根据地的农业立法 ,党的“三农”战略清晰可鉴 。

During the anti-Japanese war,agriculture was one of the most important ingredients of social economy in the anti-Japanese bases,so how to develop agricultural production and improve peasants'living condition not only had a direct bearing on the politics and economy but also. had an impact on the whole anti-Japanese war.In order to develop agriculture,the bases' governments complied with the Party central committee's policy and issued a number of specific agricaltural regulations.By studying these regulations we can bring home to the Party's strategies on agriculture,rural areas,and peasants and draw some inspirations for modernization of agriculture.
