授权体制与分权形态:“一国两制”台湾模式的基本矛盾与若干问题再探讨

“Authorization System” and “Separation of Powers”:A Basic Contradiction of the “One Country,Two Systems” Model in Taiwan and Its Further Deliberations

近年来,随着国家尚未统一特殊情况下的两岸政治关系安排、构建"一国两制"台湾模式议题的日益突显,"一国两制"权力安排问题逐渐成为学理讨论的焦点和现实实践中的主要矛盾。本文通过"一国两制""授权体制"与两岸关系"分权形态"的比较和辨析,提出了"一国两制"台湾模式的一组基本矛盾,对重新认识和探讨当前两岸关系研究中的一些问题可能具有一定的参考意义。

In recent years, as issues including the cross-Strait political arrangements under the special condition that the country is yet to be reunified and the construction of ＂One Country, Two Systems＂ model in Taiwan becomes more and more significant, and the problem of powers arrangements also become the theoreti- cal research focus and principal contradiction in the practice of ＂One Country, Two Systems＂. With the comparison and analysis on the ＂authorization system＂ and ＂separation of powers＂ in the practice of ＂One Country, Two Systems＂, the article puts forward a basic contradiction during the construction process of ＂One Country, Two Systems＂ model in Taiwan and makes further deliberations over current related researches.
