Citizenization of Migrant Workers Based on Inclusive Governance:Logic and Path

从包容性视角审视,农民工市民化的逻辑在于城市政府通过制定兼容性的公共政策,以社区治理为中心,为农民工提供与市民均等的公共服务,并不断吸纳其融入,使农民工在心理文化上产生认同感,以促进城乡人口有序流动和整个城市治理系统中不同群体之间的人文关怀与差异性融合。建立城市互嵌式社区治理结构、城乡公共政策无缝隙对接机制及公共文化服务协同供给体系,是实现农民工市民化的现实路径。

From the inclusive perspective, the logic of citizenization of migrant workers lies in the compatible public policy formulated by the municipal government, with community governance as the center, equal public services provided for migrant workers, and constant absorption of them. The aim is that migrant workers have the sense of identity psychologically and cul turaliy, so as to promote the orderly flow of rural and urban population as well as the humanistic care and the fusion of different groups in the whole city management system. The establishment of a mutually embedded city community governance structure, seamless docking mechanism of urban and rural public policy, and synergetic supply system of public cultural service, is the re- alistic path to achieve the citizenization of migrant workers.
