新安保法案与日本安全战略困境

Japan's New Security Bills and Strategic Dilemma

安倍内阁以东亚安全环境巨变为由,加速推进新安保法制,修订与行使集体自卫权相配套的制度框架和法律文本,逐步完善与美军的协调配合,试图彻底颠覆旧有的安保体系,突破和平宪法束缚,打造一支可随时派遣的战斗部队。安倍利用2015年例行国会全力推动与战争相关的法案,新法案内容与原法案相比出现质变,不仅对危机事态性质的界定更宽泛,自卫队活动范围也有很大拓展,显示日本介入国际争端的意愿更加强烈。新安保法案一旦通过,将对日本内政、外交产生重要影响,也将凸显日本安全战略困境。

The Abe government of Japan has stepped up efforts to establish a new security legal system and modifythe relative institutional framework and legal texts in accordance with the principle of exercising the right of'collective self- defense',and gradually improve coordination with U. S. troops. In fact,it is seeking to break the constraints of the pacifist constitution and build a powerful combat troop that can be delivered at any time. In 2015,Abe has made his best to persuade the congress to approve those war related bills. The content of the new bills will undergo qualitative changes in comparison with the old ones. According to the new bills,Japan will not only more freely define the nature of the crisis situation,but also greatly expand the operation range of its self-defense forces.Once the new security bills are approved,they will surely produce serious impacts on Japan's internal and external policies. At the same time,they will also highlight Japan's strategic dilemma in the security field.
