邯郸市东部平原生态水网工程实施,改变了多数河渠常年干涸的局面,形成"纵横交织、河渠有水、余缺互补"的水系框架,形成河渠、坑塘、洼地等生态水面,基本达到蓄住天上水、拦住出境水、涵养生态水、回补地下水,大大促进了水生态环境的改善。同时,东部平原各县大都有河渠穿绕城区,各县城结合城镇规划,依托水网可开发建设优美的水生态景观,促进城镇环境面貌的改善。采用替代工程法对水网形成的河渠湖泊水面对生态环境改善进行评价,从调节气温和增加水汽两个方面进行计算。计算结果显示,城镇湖泊水面调节气温的生态效益为14.47亿元,增加水汽环境生态效益为8.65亿元。生态水网的建设,不仅产生巨大的经济效益和社会效益,也产生了较好的生态环境效益。

The calculation results show, urban lakes water temperature regulating ecological benefitis 1 447 000 000 yuan, increase the ecological benefits of water vapor is 865 000 000 yuan. The construction of ecological water network, not only have great economic benefits and social benefits, but also has a good ecological environment benefit.
