摘要 普通高中特色发展的校内支持系统与外在环境都受制于制度的约束。正是由于既有的行政性控权组织体系,普通高中在向多样化与个性化转型的特色办学过程中,必然遭遇升学率、人才选拔、办学方式等方面的挑战,并需破解由此形成的"空洞的"办学理念、缺乏支持的改革和教育体系结构不衔接所带来的一系列困境。普通高中走特色发展之路,必须确立多样化与均衡兼重的制度设计思路,通过学校课程建设、特色评估、提升基础能力等措施,形成特色发展所需要的、校内外协调一致的区域性制度系统。 Characteristic development of ordinary high schools is system-restricted both in its internal supporting system and external environment. Due to the existing system of administrative control of rights, high schools will inevitably encounter challenges like graduation rates, personnel selection, and how to run a school in the course of transforming into the characteristic school management which is diversified and personalized. And at the same time, high schools have to try to get out of a series of difficulties caused by the "hollow" ideas of running a school and the divergence of reform and educational system lacking support. If ordinary high schools hope to develop with their own characteristics, it is necessary for them to design a diversified and balanced system and to form the regional institutional system of internal and external coherence of schools required by the characteristic development by taking such measures as course construction, characteristic evaluation and ability promotion.
