论日本外汇法改革对人民币国际化的启示

Japan's Foreign Exchange Reform and Its Revelation for RMB's Internationalization

人民币国际化对改革国际金融秩序、稳定世界经济发展具有重要作用。金融市场的路径是当前国际货币体系改革的呼声和根本所在,将是人民币国际化的核心选择。日本外汇法的两次修订使得日元的国际化进程在金融市场上取得的成绩尤为显著。对此,我国应当借鉴日本的经验,把握外汇法修订良机,整合我国的外汇立法,加强资本项目下人民币可兑换的法律制度建设,改进外汇监管体制,为我国金融市场发展奠定良好的法律基础,最终将人民币国际化发展推向深入。

The internationalization of RMB is important to the reform of international financial order and global economic stability. The route of the financial market, currently the focal point and the crux ofthe international monetary system, will be the fundamental option for the internationalization of RMB. However, the internationalization of Japanese yen had achieved stunning results in the financial market through the two revisions of Japan's foreign exchange law. Therefore, in order to lay a favorable legal basis for the development of China's financial market and ultimately promote the development of the internationalization of RMB. Drawing upon Japan's experience, we should grasp the opportunity to revise China's foreign exchange law, integrate the legislation in the foreign exchange area, strengthen the legal construction of RMB convertibility under the capital account, and improve the foreign exchange supervision system.
