The article concludes the present situation and characteristics of CNOOC refining and petrochemica ndustry. For a series of new policies and changes in the market environment such as current domestic refining and petrochemical overcapacity, refined oil consumption tax hike, refined oil quality upgrading acceleration and the right to use imported crude oil release, combining with the strategic development goals of CNOOC and IOCs development experience, the article puts forward development suggestions for CNOOC refining and petrochemical industry.
