Contending Theories of City Diplomacy and the Practice of Southeast Asian Countries

20世纪90年代城市及地方政府的外交活动就引起了学界注意。然而,围绕"城市外交"这一概念仍存在诸多争议,其内涵有待进一步明确。本文旨在厘清城市外交理论发展的脉络,明确城市外交的内涵,并在这一基础上,对当前东南亚城市外交的发展现状进行深入分析。东南亚地区是21世纪海上丝绸之路的第一站,而沿线城市自古以来就是海上丝路的重要节点。深刻理解东南亚城市和地方政府参与外交活动的利益诉求,大力开展与丝路沿线城市的城市外交,将对中国实施21世纪海上丝绸之路大战略形成有益补充。

Although cities and local governments ' diplomatic activities have attracted attention from scholars since 1990,debates on how to define city diplomacy have not reached a conclusion. This article sets out to review theoretical development in the field and specify the definition of city diplomacy. On this basis,this article further examines city diplomacy in present-day Southeast Asia. Southeast Asia is the first stop in the 21 Century Maritime Silk Road,and cities are important nodes along the route. Developing a profound understanding of the diplomatic activities of Southeast Asian cities and their appeals is critical to the implementation of China' s 21 Century Maritime Silk Road strategy.
