The comprehensive universities in Germany stay the position of the “tools” in the high-er education system,and they have been played a basic and irreplaceable role in the German society. Due to this,they promote economic development and prosperity through the direct and indirect promo-tion of the output of scientific research results. In view of this ,the German experience can provide en-lightenment with us by emphasizing comprehensive universities as a carrier ,strengthening the construc-tion of basic discipline,making it clear the high quality academic talents for the social development, and contemplating university merge,“211 Project”,“985 Project” and the achievements in the reform of university development in history.
