摘要
目前中国已成为仅次于美国的世界危化品生产和应用大国,危化品的安全风险等级最高,安全防范环节最多,监管环节要求最严,其中储存、运输是危化品安全链上的核心环节。随着我国危化品行业的迅速发展,加强危险品安全管理势在必行,如何保障危化品储运安全更是业界关注的焦点。
At present, China has become the second power only to the United States of the world for the production and application of dangerous chemicals. The storage and transportation is the key link in for the security chain. With the rapid development of dangerous chemicals industry of our country, it is imperative to strengthen the safety management of dangerous goods and how to guarantee for safe storage and transportation is the focus of the industry.Compared with the developed countries, China has a higher transportation accident frequency of dangerous chemicals. There are three main reasons: the first is the safety management and monitoring in the process of transportation technology level is low; the second is the transport process of quantitative risk evaluation and the path optimization technique research and application is not enough; the third is the backward technology and equipment,the transportation emergency management is not effective for transport network security monitoring early warning and emergency rescue.China's dangerous chemicals for warehousing now face a problem: the production of dangerous chemicals is increasing but at the same time, its storage is in the short supply situation.It is in an urgent need for our country to straighten out a logistics management system of dangerous chemicals and come out a strict law for its logistics.For its logistics activities, we should use detailed legal provisions to the examination and approval, construction, operation, the main responsibility of the specific standards for equipment, specific site requirements, specific storage requirements, clear key process, clear management requirements, clear information sharing system, personnel training and work conditions, clear contingency plans and the rescue package, clear accountability program sentencing scales, etc. The ships' transport of dangerous goods is likely to have potential risks leading to accidents. We should act according to International Maritime Dangerous Goods Regulations(IMDG) and make strict enforcement of container transport of dangerous goods process. For each link of road, port, ship and cargo in the whole process, we should have a strict participation and a safe, comprehensive freight quality management and at the same time, also should strengthen the government supervision, moving safety mark forward.
