解决当前经济下行、增长乏力问题,实现稳增长目标,必须对症下药,从扩大内需入手,破解需求不足难题。必须采取强有力的措施,克服经济下行惯性,使货币增速有一个大于正常情况下的增长速度;货币政策上实施降息降准,适度扩大货币发行,是稳增长、调结构、防风险的正确举措。聚焦农村改革是实现稳增长的根本途径,按照所有权、承包权、经营权三权分置的原则,允许农户对承包土地的经营权抵押、担保、转让,发展土地规模化、专业化、现代化经营,提高农业劳动生产率。

In order to solve the current economic dow nturn and sluggish grow th problems and achieve the target on steady grow th,w e must,starting from expanding domestic demand,appropriately crack the problem of insufficient demand. Strong measures should be taken to overcome the inertia of economic dow nturn,and monetary grow th speed should be kept at a rate higher than under normal circumstances;it's a correct move to implement moderate monetary policy through the reduction of interest rates and RRR for the sake of steady grow th,structuring adjustment and anti- risk. Focus on the rural reform according to principles of the three rights division among ow nership,contracting,and management is the fundamental path to achieve steady grow th,and farmers should be allow ed to mortgage,guarantee,transfer contracted land management rights, and develop the land- scale, professional, modern management,so as to increase agricultural productivity.
