目前水电工程移民前期设计工作中存在许多问题和困难。为了有效有序开展水电工程移民前期设计工作,顺利推进水电工程建设,针对这些问题提出了一些建议,探讨了移民政策平衡、工作组织形式和程序、"封库令"的有效期、移民工程建设标准和规模的确定、移民工程前期设计深度、移民意愿调查结果和安置方案吻合度等。

There are many problems and difficulties on preliminary design of hydropower project resettlement at present. In order to conduct the preliminary design of resettlement effectively and orderly and to promote the construction of hydropower projects smoothly, a lot of suggestions are proposed, such as the balance of resettlement policies, the organization and procedures of preliminary design, the validity of Stop-construction Notice, the determination of resettlement construction standards and scale, the preliminary design degree of resettlement projects, and the consistent degree of resettlement willing investigation and relocation programs.
