浅析国内水电移民与世界银行非自愿移民政策标准之差异

Differences between Domestic Water Resources and Hydropower Resettlement Regulation and Specifications and World Bank Involuntary Resettlement Policy Standards

以国内《移民条例》中对水电工程移民的政策规定和《设计规范》中可行性研究阶段移民安置规划设计标准为基础,选取关键性内容对照世界银行非自愿移民的相关政策规定,比较存在的主要差异。总体来看两套标准在移民安置政策目标、移民安置规划总体原则以及移民安置规划编制的部分要求的基本原则、基本原理是一致的,但在具体的规范条款、具体规定、具体程序上存在差异。

The design standards for resettlement planning in feasibility study phase in domestic resettlement regulation and design specifications are selected to compare with the relevant policies of World Bank involuntary resettlement. The comparison shows that the objectives of resettlement policy, the general principles of resettlement planning and the basic principles of resettlement nlan formulation are same, but there are differences in specific norms, provisions and procedures.
