摘要
水电工程开发"先移民后建设"新方针立足于当前水电开发建设实际,能更好地确保移民群众的合法群益和工程建设的顺利进行,是一项高度重视移民工作的新举措。这项举措要求移民安置工作进度优先于工程建设进度,能有效解决移民安置滞后影响水电工程建设的问题,实现移民安置与水电工程建设的双赢。大渡河沙坪二级水电站作为四川省较早试行"先移民后建设"工作的电站之一,对贯彻该方针进行了探索和实践,并积累了宝贵经验。
The policy of ＂Project Construction after Resettlement＂ is formulated based on current hydropower development and construction practice in China. This policy requires the resettlement being completed before construction progress. It can protect resettlement＇s legal rights, ensure the smooth construction of project, effectively solve the problem of project construction being affected by the delay of resettlement and achieve win-win situation between resettlement and project construction. The Shaping II Hydropower Station in Dadu River in Sichuan Province is one of earlier pilot project implementing the policy. The exploration and practice of Shaping II Hydropower Station has accumulated valuable experiences.
