The Connectivity of the Silk Road Economic Belt and the Yangtze Economic Belt

丝绸之路经济带与长江经济带互联互通,既是我国参与国际竞争、提升国际竞争力的需要,也是促进我国对外开放,完善全方位开放格局的需要,对实现我国经济的梯度发展和区域均衡发展具有重要的战略意义,对构建我国区域发展新格局具有举足轻重的作用。两带的互联互通,必须从区域、产业、基础设施、市场等角度实现全面对接,其中基础设施一体化建设是基础,产业关联是支撑,城市群协调发展是根本,市场一体化建设是手段。第一,要从国家层面进行顶层设计,通过转变政府职能和机构改革,打破行政藩篱,实现两带协调发展;第二,建立区域合作利益共享机制,实现合作收益合理分配;第三,完善生产要素和商品跨区域流动机制,实现区域间资源更合理流动和使用,提高资源配置效率;第四,以科技创新和体制创新驱动两带互联互通发展。

The connectivity of the Silk Road Economic Belt and the Yangtze Economic Belt is not only the requirement for China to participate international competition and improve the international competitiveness, but also the requirement for China to carry out the policy of ＂opening up＂ and perfect the arrangement of openness; it is of great strategic significant for China＇ s orderly economic development and balanced regional development~ it is playing the important role in building China＇ s new regional economic development arrangement. To realize the connectivity of the Silk Road Economic Belt and the Yangtze Economic Belt, we should first realize the connectivity from such aspects as region, industry, infrastructure and market. Among these aspects, the integrated construction of infrastructure is the basis; the industrial connection is the support~ the coordinated development of city groups is the foundation; and the integrated market construction is the measure. First, we should carry out the top-level design from the national level, break the administrative barriers and realize the coordinated development of the Silk Road Economic Belt and the Yangtze Economic Belt with the help of transforming government function and realizing institutional reform; second, we should establish the mechanism of regional cooperation and interests sharing, and realize the rational distribution of benefit from cooperation; third, we should perfect the mechanism for the cross-region flow of factors of production and commodity, realize the more rational flow and usage of resources of different regions, and improve the efficiency of resources distribution; and fourth, we should take science and technological innovation and institutional innovation as the driving forces for the development of connectivity.
