京津冀产业协同创新路径与策略

The Research on The Path and Strategic Choice of Industry Collaborative Innovation among Beijing-Tianjin-Hebei Region

京津冀区域作为我国乃至世界最活跃的经济区域之一,随着京津冀协同发展上升为国家战略,京津冀协同发展的战略序幕正式拉开。而协同发展的根本动力在于创新驱动,协同创新特别是产业协同创新是创新驱动的核心所在,是提高区域核心竞争力、转变经济发展方式的新型创新模式,是破解京津冀区域发展瓶颈、建设世界级产业创新中心的必然选择。根据京津冀产业发展基础和特征,基于创新生态系统形成过程与三地产业发展需求,京津冀三地应按照"强点、成群、组链、结网成系统"的协同创新路径,最终形成由研究、开发、应用三大群落构成的创新生态系统,并通过编制京津冀产业发展专项规划、搭建跨区域产业协同创新平台、编制产业协同创新路线图及重点行动计划等逐步推进产业协同创新。

With the coordinated development of Beijing-Tianjin-Hebei region, one of the most active economic regions in China, and even the world, has become our national strategy, the implementation of this strategy has just begin. The fundamental driving force of coordinated development is innovation. Collaborative innovation, especially industry collaborative innovation, is the core of that; it is a new innovative pattern that can be used to improve the core regional competitiveness and transform the pattern of economic development; it is also the inevitable choice for us to breakthrough the development bottleneck of this region and build the industry innovation center of the world. According to the development basis and characteristics of this region, the forming process of new eco-system, and the industrial development requirement of this region, we should establish the innovative eco-system of ＂research, development and application＂ according to the collaborate innovation path, and gradually promote the industry collaborate innovation by formulating the specific plans of industrial development of this region, setting up a cross regional collaborative industry innovation platform, and drawing up collaborative innovation roadmap and key action plans.
