摘要
2015年2月,工信部正式发放了FDD牌照,中国移动面临新的竞争形势,急需迅速建立4G网络规模、覆盖、质量优势。同时4G网络的建设压力、投资缺口和新的技术特点,倒逼运营商进行管理创新。通过将静态投资造价构成分析与动态项目全生命周期流程梳理相结合,建立典型场景建设方案标准、无线配套工程设计取费标准、配套投资刚性和造价标杆管理机制,打造全过程、全方位的造价管控体系,提高4G工程投资效益,提升工程质量。
In 2015 February, the ministry of industry and information technology issued the FDD licenses. China Mobile is facing the new competition situation. It is urgent to build a perfect 4G network from coverage, scale and quality. At the same time, the pres- sure from the construction of 4G network, the investment gap and the new technical characteristics force us to carry on the management innovation. It combines the static analysis of the cost for whole life cycle and dynamic process of a project to cre- ate a cost management system for full range of the whole process. It also sets up the standard of typical scenario construction, the standard of cost of wireless supporting engineering design, the investment rigidity and cost benchmarking management mechanism to improve the investment benefit and quality of 4G project.
