摘要
为了客观实际地了解渭河治理已实施的效果,构建了包括防洪减淤工程,水资源配置工程、水土保持工程的渭河流域综合治理效果评价指标体系。采用数据包络法(DEA)和层次分析法(AHP)相结合确定评价指标权重,避免主观性,使得权重确定更加合理可靠,从而建立DEA-AHP模糊综合评判模型。该模型应用于渭河治理综合评价之中,计算结果与实际进展状况相接近,取得了很好的效果。
The assessment indicators system for the general treatment effects of the Wei River, including flood control and sediment re- duction works, water resources configuration works and soil & water conservation works, is established. Combination of both DEA and AHP is applied for determination of the assessment indicators weight, avoiding subjectivity, so as to have the weight determination be more reasonable and reliable. Therefore, the fuzzy model based on DEA-AHP for the general assessment is built. This model is applied in the general assessment of the Wei River treatment. The calculation results are closely in compliance with the actual development condi- tions and the good assessment effect is achieved.
