Research on technical barriers in the opening of Japanese government procurement market

技术壁垒是国家开放政府采购市场后,保护本国供应商利益而采取的限制性措施。日本在政府采购市场开放过程中,通过设置技术壁垒,使得国外供应商很难进入政府采购市场,以保护国内企业。本文通过局部均衡理论,分析技术壁垒在保护国内政府采购市场的作用,模拟分析技术壁垒对我国开放政府市场的影响。

Technical barrier is a kind of restrictive measures countries often take to protect the interests of do- mestic suppliers after opening government procurement market. Japan has been hampering foreign suppliers to enter its government procurement market by setting technical barrier in order to protect its domestic enterpri- ses. This thesis uses partial equilibrium theory to analyse the effect of technical barrier on protecting domestic government procurement market and make stimulation analysis about what effect technical barrier will make to the government procurement market of our country.
