北京科普工作特点及对策研究

A Study on Characteristics and Strategies on Science Popularization Work in Beijing

在新形势下开展科普工作,是实施创新驱动发展战略的社会基础,是全社会理解科技创新、支持科技创新的必然需要,是改变政府职能,加大科技公共服务的主要手段,也是公众了解科技问题、热点和焦点问题的重要渠道。本文依据2012年度和2013年度北京地区科普统计数据,介绍了近年来北京科普工作的现状,分析了开展科普工作的主要特点及经验,并针对北京科普工作中存在的问题,提出推动科普工作的五点建议:(1)整合社会科技(普)资源,促进科普社会化格局形成;(2)创新与发展现代科普传播形式和内容,满足公众日益增长的需求;(3)加强科普人才队伍建设,优化科普队伍结构;(4)健全政府引导的多元化投入机制,保证科普经费投入;(5)加强科普理论研究,推动科普工作实践发展。

Under the new situation,science popularization constitutes the social basis of the implementation of innovation-driven development strategy;it is the inevitable need of the whole community to understand and support scientific andtechnological innovation;it is the means to change the government functions and increase public services of science andtechnology;and it is also the channel for public to understand science and technology issues,and hotly-debated and focalissue in the society. Based on statistics of Beijing science popularization in 2012 and 2013,this paper describes Beijingscience popularization work in recent years and analyzes the main characteristics and experience of carrying out sciencepopularization work. Pertaining to the problems of Beijing science popularization work,some suggestions have been putforward.（1）To integrate the science and technology resources of the society and to promote the formation of pattern of science popularization socialization.（2）To innovate and develop the forms and content of modern science popularization to meet thegrowing needs of the public.（3）To strengthen qualified personnel of science popularization, and to optimize the structure ofscience popularization team.（4）To improve the government-led diversified investment mechanism and to ensure the fundingfor science popularization.（5）To strengthen the theoretical study of science popularization and to promote the practicalimplementation of science popularization.
