农村空心化背景下社区建设的困境与出路

Construction of Rural Communities under the Background of Rural Hollowness: Problems and Solutions

近年来随着我国城镇化进程的加快，大量农村剩余劳动力外出就业，导致农村空心化问题日益加剧。农村空心化给当前的农村社区建设带来建设主体缺位和参与意识淡薄、空心村公共服务建设落后、村庄社会关联度降低和农村文化传播断层等问题。通过发展就近城镇化、健全社区自治体制和机制、完善社区公共服务功能、加强农村社区文化建设等多项措施，为空心村的社区建设提供科学的路径选择。

With the quickening of urbanization across the country in recent years, a large scale of rural inhabitants flow out and the countryside is thus uninhabited and hollowed out. It has brought about a serial of problems：the construction of rural communities remains stagnant;the public service facilities remain to be built;the social relatedness of villages is reduced and rural culture cannot be spread. This paper proposes that by further urbanizing the areas around the cities, improving the community autonomous rule system and mechanism, bettering the community public service functions, strengthening rural community culture construction, scientific means can be found to the construction of hollowed villages.
