上海高标准基本农田建设的问题与对策研究

高标准基本农田建设是统筹发展用地与土地资源保护、保障粮食安全、推动生态文明建设的重要措施.《全国土地整治规划（2011~2015年）》规定,上海市“十二五”时期需建设148万亩高标准基本农田.上海在扎实推进高标准基本农田建设的过程中也存在机制、制度、措施等方面的一些不足与问题,文章对此作了分析并提出了相应的对策与措施建议.

The high standards for basic farmland development are an important constraint on the coordination of land use, land protection, food security, and the development of an ecologicaly sound civilization. We are now actively promoting high standards of basic farmland development, although some shortcomings and problems have appeared. The shortcomings revealed during the actual development of mechanisms, policies, systems, and so on, propeled insights into corresponding countermeasures and suggestions.
