我国保障性住房融资体制改革研究

摘要 十二五时期我国计划新建3600套保障性住房,所需投入的资金超过5亿元。然而现有保障性住房融资体制存在缺陷:地方政府缺乏资金配给的主动性,资金来源渠道狭窄,融资模式单一,担保机制不够完善,导致保障性住房资金严重短缺。因此,应改革保障性住房的融资体制,由中央与地方两级政府一起承担相关责任,努力拓宽保障性住房资金来源渠道,创新保障性住房融资模式,建立健全保障性住房融资担保机制。 In the period of the Twelfth Five- year Plan,China plans to build 3600 government- subsidized housing units,which requires 500 million yuan from government investment. But many problems exist in current affordable housing financing system: local governments lack initiative of funds ration,capital source channel is narrow,financing pattern is unitary,and its guarantee mechanism is imperfect,which lead to grave shortage of affordable housing fund. Therefore,It is necessary to reform the housing finance system,and the central and local governments should undertake the responsibility commonly in affordable housing: to widen the financing channel,to innovate its financing mode,to establish and perfect the mechanism of financing guarantee.
