浅议我国进口食品管理过程存在问题及解决办法

近些年来,消费者对食品安全的关注度不断增高,尤其是在"三聚氰胺"事件、苏丹红事件等食品添加剂超标事件不断被曝光后,越来越多的人们把希望寄托在进口食品上,内地出现大批游客到香港采购食品,海外代购行业也随即产生。这可以从每年进口食品额急速增长看出来,根据世界贸易组织的统计数据显示,2000年中国食品进口额为90.4亿美元;根据中国产业信息网数据显示,2013年我国食品完成进口额1531.6亿美元,2014年上半年,全国食品行业累计进口额同比增长78.07%。可以看出,进口食品的市场在迅速扩大,它:一方面,为我国消费者带来了很多便利;另一方面,由于我国对进口食品市场管理制度不够完善,也出现了进口食品市场混乱等一系列问题。本文从我国对进口食品管理的过程分析的基础上,结合目前食品行业状况,提出我国政府对进口食品的入境检验检疫管理和入境后的监督管理存在的问题和解决办法。

In recent years, consumers have paid increasing attention to food safety; especially after the constant exposure of overmuch food additives in food such as the ＂melamine＂ event and Sudan red, more and more people put their hopes in the imported foods; a large number of mainland visitors go to Hong Kong to buy food; thus, overseas purchasing agency industry occurs. It can be seen from the rapid growth of imported food every year; according to the World Trade Organization statistics, the value of imports of China ＇s imported food was $9.04 billion in 2000; according to Chinese industry information network data, the value of imports of China＇s imported food was $153.16 billion in 2013; the accumulative total imports of the national food industry increased by 78.07% from a year earlier in the first half of 2014. Thus, it is clear that the imported food market is expanding rapidly; on the one hand,it brings a lot of convenience to Chinese consumers; on the other hand, due to the imperfect management system of the imported food market in China, there are a series of problems such as disordered imported food market. In the paper, on the basis of the process analysis of the imported food management and by combining with the current status of the food industry, the existing problems of China＇s government on the management of entry inspection and quarantine of the imported food as well as the supervision and management after the entry are pointed and some solutions are proposed.
