民初安徽历届政府治皖经济政策成效分析

Effects of Economic Policies of Successive Anhui Governments in Early Republic of China

北洋时期由于时局动荡,财政极度困乏,军饷支出压力过大;人事更迭频繁,军民两政长官矛盾重重,民初安徽历届政府虽颁布了相关经济政策和措施,却多流于形式,而试图落实的经济政策也没有连贯持续性。整体而言,除倪嗣冲督皖时经济有所发展外,其他数任军民长官,治皖经济成效并不理想甚至是无所作为。

In the period of the Northern Warlords, because of the turbulent political situation, economy was extremely difficult, and there was too much pressure on military expenditure; as personnel changed frequently, there were a lot of executive contradictions, the Anhui government had promulgated relevant economic policies and measures, but more than a mere formality, and the economic policies were not consistently implemented. As a whole, except Ni Si-chong to promote economic development, a number of other military and civilian executives achieved nearly nothing in economic development.
