关于构建适应创新驱动发展体制机制的思考

Reflection on Constructing an Apposite Institutional Mechanism for Innovation-Driven Development

实施创新驱动发展战略,最紧迫的是要破除体制机制障碍。当前,推进创新驱动发展面临着制度和考核机制偏离创新方向、科技体制改革不够深入、企业创新发展内在动力不足、创新激励机制不够完善、金融支撑创新驱动发展机制不够健全等问题。文章从七个方面提出了加快构建适应创新驱动发展体制机制的建议,以最大限度解放和激发科技作为第一生产力所蕴藏的巨大潜能,推动创新驱动发展战略深入实施。

The most pressing task of implementing the strategy of innovation-driven development is to break down the institutional barriers. The current problems with regard to the promotion of innovation-driven development include ：the institutions and assessment systems are deviated from the focus on innovation ;the reform on science and technology system needs to be deepened;the innovative growth of enterprises is short of internal motivation;the innovation-incentive system needs to be improved;the system of financial support for innovation-driven development needs to be consummated.This paper proposes suggestions from seven aspects to accelerate the establishment of systems and institutions commensurate with the need of innovation-driven development ,so as to give the maximum freedom and impetus to the development of science and technology as the primary productive force,and to promote the in-depth implementation of the strategy of innovation-driven development.
