摘要
本研究运用AS/NZSISO31000:2009、GB/T24353—2009、GB/T27921-2011、SN/T2486-2010中提出的风险识别、风险分析和风险评价方法,建立了适用于国境口岸的进口动物和动物产品传人人畜共患病的风险分析体系。针对出入境检验检疫的特点,综合人畜共患病发生动态变化与传播传染病的风险程度、对人类的危害程度,进口动物及动物产品情况及相关国际关注程度、对货物贸易的影响、政治原因等多种因素,通过问卷调查的形式,征求全国出入境检验检疫系统、动物疫控中心、疾控中心、大专院校等动物检疫及卫生检疫专家、业务一线处室的动物检疫及卫生检疫工作人员的意见,收集到101份调查问卷反馈,以此为依据,确定了国境口岸进口动物及动物产品传人人畜共患病的可能性、严重程度的影响因素及评分描述,确立了影响因素的权重系数。从进口动物及动物产品层面对人畜共患病进行风险评估,从而为出入境检验检疫机构应对人畜共患病传人风险控制进行计划、决策等提供参考依据。
The study established suitable risk analysis system for frontier port imported animals and animal products to zoonosis by using the proposed risk identification, risk analysis and risk evaluation methods of AS/NZS ISO 31000: 2009, GB/T 24353-2009, GB/T 27921-2011, SN/T 2486-2010. According to the characteristics of the entry-exit inspection and quarantine, comprehensive zoonosis dynamic changes and the risk levels of the spread of infectious diseases, the degree of harm to humans, comprehensive imported animals and animal products as well as relevant international attention degree, impacts on trade in goods, a variety of factors such as political reasons were involved in the risk analysis protocol. Through questionnaire, the opinions of experts in national entry and exit inspection and quarantine animal system and center of animal epidemic diseases, the center for disease control and prevention, colleges and universities engaged in the animal quarantine and the health and quarantine, staff of the first business line of animal quarantine and the health and quarantine, we collected 101 feedback to determine the possibility, the affecting factors of severity and grading description, establishing the weight coefficient of influence factors. Risk predication of zoonosis from imported animals and animal products can provide a reference basis for planning, decision-making and risk control of entry-exit inspection and quarantine institutions.
