摘要 破除公立医院逐利机制,建立维护公益性、调动积极性、保障可持续的运行新机制.是下一步深化公立医院改革的核心目标。改革公立医院的约束激励机制,对于实现上述改革目标至关重要。上海市市级医院内部绩效与分配制度改革探索破除了原有“收入减支出、结余用于提成分配”的分配模式,新建了以“八要素”为核心的绩效考核体系及相应的分配制度。推进了医院“转方式、调结构、转机制”。 Getting rid of public hospital profit motivation, establishing and maintaining public welfare, mobilizing the enthusiasm, ensuring the sustainable operation of the new mechanism, are the core goal of deepening the reform of public hospitals. The reform of public hospital incentive mechanism is erucial for realizing these goals. This paper mainly introduces the internal performance and salary system reform in Shanghai Municipal Tertiary Hospital. Through this reform hospitals broke the original salary allocation method based on financial balances, and established a new KPI system with the core of eight elements, and the corresponding salary system. The hospital' s transferring management mode, adjusting internal structure, shifting operating mechanism reform have been actively promoted.
