摘要
破除公立医院逐利机制,建立维护公益性、调动积极性、保障可持续的运行新机制,是下一步深化公立医院改革的核心目标。改革公立医院的约束激励机制,对于实现上述改革目标至关重要。上海市市级医院内部绩效与分配制度改革探索破除了原有"收入减支出、结余用于提成分配"的分配模式,新建了以"八要素"为核心的绩效考核体系及相应的分配制度,推进了医院"转方式、调结构、转机制"。
Based on the assessment of hospital level assessment issued by government, hospital internal performance assessment comes to the key point of hospital performance assessment to create internal incentive mechanism. By analyzing internal performance assessment index system of public hospital in China, the assessment index for clinical department, medical technical department and administrative department are summarized to give reference for other public hospitals.
