辽宁省社会保障的财政支持

Social Security Analysis of Financial Support in Liaoning Province

分析了辽宁省社会保障收支现状和辽宁省社会保障支出的未来趋势。选择国民生产总值排在全国首位的广东省、与辽宁省国民生产总值不相上下的河北省及同是东北三省重工业基地的黑龙江省与辽宁省进行财政收支与社保收支比较,分析了辽宁省财政支付现状与社会保障发展的适应情况。认为辽宁省财政必须扩大财政收支规模,调整公共财政投入方向和比例,特别要适当加大社会保障投入占财政支出的比例,以更好地适应社会保障需求的发展。

The current situation of the income and expenditure of social security and the expenditure of the future trends of social security of Liaoning Province are analyzed.Guangdong Province,the GNP of which ranks first in China,Hebei Province,the GNP of which roughly the same with Liaoning Province,and Heilongjiang Province,which is also a heavy industrial base in Northeast China,were selected to compare with the fiscal income and expenditure and income and expenditure of social security of Liaoning Province.The fiscal expenditure situation and adaptation of social security development of Liaoning Province were analyzed.It considers that,the scale of fiscal revenue and expenditure of Liaoning Province must be expanded,and the direction and proportion of public finance investment must be adjusted,especially the social security contributions proportion of total fiscal expenditure should be increased properly in order to better adapt to the needs of the development of social security.
