村镇建设标准实施绩效的影响因素研究

Influence Factors of Village and Town Construction Standards' Implementation Performance

我国的村镇建设标准在村镇住房与基础设施建设中发挥了重要的指导作用,并已取得了一定的实施效果,对标准实施绩效评价的研究也日益增多。但影响标准实施绩效高低的机理并不明确,研究标准实施绩效的影响因素,可以有针对性地改善标准实施绩效,从而不断推进村镇的建设与发展。在文献分析的基础上,通过实地走访调研和专家访谈形式,提出村镇建设标准实施绩效的5个维度、共20项指标的影响因素体系。构建结构方程模型,运用54份有效问卷得到的数据进行实证分析,得到5个维度指标的重要性排序为:标准实施主体、政府监管与推动、标准自身、体制建设以及村镇条件。分析了各维度指标的相对重要性,结合实地调研和实证分析结果提出政策建议。

Town and village construction standards have played an important guidance role in housing and infrastructure construction. As a result,more and more studies focus on models to evaluate the performances. However,the influence factors of the performances are still unknown. In this paper,the researchers put forward 20 factors which are divided into 5 dimensions through literature analysis and investigations. Then,structural equation model is used in importance ranking of the five dimensions. They are the implementing body,government’s supervision and regulation,standards’ contents,system construction and the construction conditions. Finally,factors under these dimensions are discussed and policy proposals are propounded.
