摘要
国际化已成为全球化时代研究型大学发展的牵引和一流大学建设的题中之义,以项目为抓手能够显著提高国际化成效。国际化项目可以分为战略性项目、平台类项目和常规性项目,其责任主体、管理模式和运行机制都应有所不同。实施中,研究型大学要明确项目谁来做、与谁做、做什么和如何做四个维度,建立扎实有效的国际化项目管理机制。"三类四维"模式能够解决国际化项目管理中框架不明、深度不够、领导责任虚化、资源配置弱化等问题。
Internationalization has become the pull of the development of research universities and a feature of constructing world-class universities in this global age. The results of internationalization can be improved dramatically by implementing projects. The international projects could be divided into three categories: strategic project, platform project, conventional projects, with different liability subjects, management model and operating mechanism. In specific implementation in research universities, solid and effective international project management mechanism should be created to identify four dimensions of a project: who will do, with whom, what to do, and how to do. Many problems generated from international project management, such as ambiguous framework, shallow depth, blurred leadership responsibilities, weakened resource distribution, can be solved in the management model of "three categories with four dimensions".
