青海藏区基本公共服务体系建设跟踪调查——以尕巴松多镇、隆务镇13个村为例

The Investigation and Analysis of Public Services in Qinghai Tibetan Area——Based on the Survey Data of 13 Villages in Gabasongduo and Longwu Town

随着"三江源生态移民工程"和"农牧民定居民生工程"等各项政策的深入推进,青海藏区公共服务事业成效显著。以青海省海南藏族自治州的同德县尕巴松多镇、同仁县隆务镇13个藏族乡村社区的建设为个案,调查结果显示我省海南州藏区公共服务体系建设依然存在结构不合理、功能不到位、机制不健全等诸多问题,公共服务尚不能满足农牧民的实际需要,因而出现了新矛盾、新问题,从而影响了我省藏区的和谐及后续发展。

With the advancing of development policies for tibetan areas, there appear some new contradictions and problems, which have been impeded a harmonious and subsequent development in tibetan areas, caused by the unreasonable structure, defective service functions even ideas and imperfect mechanism. In view of this, this paper is gonging to analyze the current situation and policy references based on the survey data of 20 towns and villages in Tongde,Tongren Counties in Qinghai.
