摘要
如何提高公共政策质量以适应越来越多元化的社会公共服务需求,已成为公共政策研究的一个重要课题。本文以公共决策的定量分析为切入点,以整数规划模型为研究方法对"邻避运动"进行研究,构建政府在面临"邻避项目"决策时的选址模型。本研究在传统整数规划模型的基础上,运用边际效用原理构建变量,并提出模型的修正方向,以增强模型的实用性和针对性。
How to improve the quality of public policy so as to adapt to the increasingly diverse demands of society public service has become one of the main goals of public policy research. This paper takes a quantitative analysis of public decision-making as the breakthrough point, and the integer programming model for research methods to study"the NIMBY protest movement", and set up the model of site selection of integer programming which will be applied when the government faces with a decision on"NIMBY project". This study, on the basis of the traditional integer programming model, applies the idea of marginal utility to build a variable, and puts forward fixed directions of the model in order to enhance the pertinence and practicality.
