With a sound understanding of Guangdong Open University＇s existing school structure, this study gives specific suggestions on school-running model and programs in regards to its top-level design of continuing education to improve the quality of the open education by optimizing the school-running model, broadening the levels of running school, providing more majors and flexible study forms.
