在华外籍人员管理舆情机制研究

A Study on the Public Opinion Mechanism in Managing Foreign Communities in China

在华外籍人员数量的日益增多对政府部门的管理形成一大挑战,建立高效的舆情机制是应对这一挑战的有力手段。如在广州"715群体事件"及其处置过程中,虽然突发事件的舆情处置取得了良好成效,但由于日常舆情机制的不完善,尤其在相应的国际舆情监测、本地媒体社会观察报道、日常沟通渠道等方面的缺失与错位,导致舆情疏导不畅。建构在华外籍人员管理舆情机制须具有舆情预警、监测、沟通、引导等完整体系。

The increasing number of foreigners in China has posed a great challenge to the government administration. A possible coping strategy is to construct an efficient public opinion mechanism. The case study on how Guangzhou government handlesthe 715 Mass Event shows that public opinion mechanism on breaking events has been operating successfully, but the lack of routinized public opinion mechanism, especially the missing international media monitoring, misreporting and underreporting of the local media have resulted in poor communication. A fully-integrated public opinion mechanism should be built to improve the management of foreign communities in China.
