摘要
机构设置是武警总队级单位实行装备、物资、工程、服务采购"四采合一"的基础工程,机构设置合理与否关系到"四采合一"的成败。在全面分析武警部队采购机构设置4种模式(即弱矩阵式、平衡矩阵式、强矩阵式和超强矩阵式)的基础上,认为弱矩阵式和平衡矩阵式模式不适合"四采合一",强矩阵式或超强矩阵式模式符合"四采合一"的机构设置要求。
Organization setting is the infrastructural engineering for integrating the procurements of military equipment,materials,engineering and services into one procurement in Corp-level Units of Armed Police Force.Whether organization setting reasonable or not is related to the success or failure of the "new procurement".Based on the comprehensive analysis on four procurement organization setting modes for Armed Police Force (i.e.weak matrix,balanced matrix,strong matrix and super-strong matrix),we concluded that the weak matrix and balanced matrix modes did not fit the "new procurement" while the strong matrix and super-strong matrix modes met the requirements of "new procurement" organization setting.
