土地资源动态监管指标体系研究

为加快省级"一张图"和国土资源综合监管信息平台建设,提升各级国土资源管理部门监管水平,本文利用理论分析法、生命周期分析法、系统分析法、成果借鉴法以及粗糙集法,对土地资源动态监管指标的选取、分类与命名、指标计算、指标展现、指标评价等方面进行梳理研究,形成一套覆盖土地资源管理全业务环节的动态监管指标体系。实现对土地资源实时动态监测、指标预警,使得监管体系全面化、体系化、落地化,为提升国土资源监测、监管水平奠定基础,进一步推进"一个平台、两个市场"的深入建设。

In order to accelerate the construction of ＂one map＂ at the provincial level and the construction of comprehensive regulation platform of land and resources information, as well as to enhance the supervision level of land and resources management departments at all levels, theoretical analysis, life cycle analysis, system analysis, field investigation, reference method and rough set method were used to study the selection of land resources dynamic monitor index, and the index classification, naming, calculating, showing and evaluating. As a result, a set of dynamic regulation index system covering the whole business links of land resources management was formed. What＇ s more, the real - time dynamic monitoring of land resources and index early warning were implemented, which made the regulation system of comprehensive, systematic, and ＂fall to the ground＂, and laid the foundation for raising the level of land and resources monitoring and supervision, promoting the ＂one platform, two markets＂ for further construction.
