农业科技保险体系构建研究

Research on the Construction of Agricultural Science and Technology Insurance System

科技保险是针对企业在高新技术创新过程中的各种风险而设计的保险产品,对促进企业高新技术创新、科技成果转化以及提高核心竞争力具有重要意义,但针对农业领域的相关研究较为匮乏。现通过对农业科技保险相关政策进行梳理,合理界定了农业科技保险的内涵,从农业科技保险体系的原则、功能、目标和内容等4个方面构建了基本的理论框架,并分别从政府、保险公司、中介机构及农业科技企业等4个角度提出了完善农业科技保险体系的政策建议。

Science and technology insurance was designed for the enterprise to reduce various risks in the process of high and new technology innovation,it had very important significance in promoting enterprise of new and high technology innovation and the transformation of scientific and technological achievements,and improved the core competitiveness,but the related research on the field of agriculture was relatively scarce.This article introduced the policies on the agricultural science and technology insurance,the definition of the agricultural science and technology insurance,and constructed the basic theoretical framework by the principle,function,goal and content of the agricultural science and technology insurance system,and putting forward the policy suggestions to perfect the agricultural science and technology insurance system respectively in the role of government,insurance companies,intermediary institutions and agricultural science and technology enterprises.
