随着实力地位的不断上升和地区影响力的不断扩大,中国面临的越来越多的外交和安全问题都集中在周边地区。中国在与美国的亚太盟国就领土争议、地区多边机制乃至经贸往来等议题进行博弈时,都难以回避美国在其中所发挥的直接或间接的影响力。对美国而言,保持对亚太盟国对外战略一定的"支配权"对于维护其主导地位不可或缺。在当今主权规范被普遍接受的国际环境下,美国对盟国对外行为的影响不是通过强制,也不完全是通过利益交换,而更可能是通过权威关系实现的。从权威关系的视角考察美国与盟国的政策互动机制,有助于我们理解中国与美国盟国未来关系的发展。

When China encounters U.S.regional allies on issues like territorial disputes,regional multilateral institutions and trade,Beijing can hardly ignore the direct or indirect impact of the U.S.From America' s vantage point,maintaining a degree of dominance over the strategies of its Asia Pacific allies is critical for consolidating its leadership in the region.Given the universal acceptance of the norm of sovereignty in contemporary international relations,America's influence over its allies' strategies neither stems from coercion nor pure interest tradeoff,it is more likely to be realized through authority.Identifying the role authority plays in America's interactions with its allies helps us gain a better understanding of China' s relations with U.S.regional allies.
