大都市区治理背景下的京津冀协同发展

Collaborative Development of Beijing-Tianjin-Hebei Region under the Background of Metropolitan Area Governance

京津冀三地间竞争多于合作,导致京津冀地区的产业同构和重复建设,市场要素流动受阻,首都面临严重的大城市病。京津冀合作与长三角和珠三角的合作不同,京津冀地区遇到的问题更多的是大都市区的发展与治理问题。大都市区治理与区域合作有区别也有类似,京津冀大都市区与国外的大都市区也有所区别。按照大都市区治理的要求,需要探讨如何理顺京津冀在区内的地位层级;如何围绕北京城市功能疏解,明确区内各个城市的定位;如何通过北京的城市功能疏解,调整区内的产业布局;还需要探讨京津冀不同等级城市间的协调机制。

There is more competition than cooperation between Beijing, Tianjin and Hebei, leading to taomogeneous industries, redundant constructions, impeded market elements flow and the capital city facing ＂metropolitan disease＂ in this region. However, the cooperation within Beijing - Tianjin - Hebei Region is different from Yangtze River Delta and Pearl River Delta cooperation. Moreover, the problem that the Beijing -Tianjin -Hebei Region faces is the development and governance of metropolitan areas. The governance of metropolitan is similar to the re- gional cooperation, so does the differences. And the metropolitan area of Beijing - Tianjin - Hebei is different from foreign metropolitan areas. In accordance with the requirements of metropolitan governance, the paper ex- plores how to rationalize the status hierarchy of Beijing, Tianjin and Hebei, how to make clear the position Of each city based on urban functions, and how to adjust industrial layout of the region through easing the city functions of Beijing. In addition, the paper also explores the coordination mechanisms among different levels of cities within Beijing - Tianjin - Hebei region.
