Making Food and Drug Concerns Relate to “People's Standard of Living”and “Public Safety”: The Implication,Motivation and Challenges

近年来,决策层对食品药品安全问题的定位经历了从单纯市场秩序问题到民生问题、公共安全问题的变化过程。文章分析了定位变化的意涵和内在动因,并提出,这种定位变化要在实际监管工作中得以落实,还需配以政绩考核体系转变、制度建设能力提升和公共财政保障强化等方面的系统改革。

In recent years, policy makers＇positioning for the food and drug concerns are undergoing a shift from market or- der issues only to people＇s standard of living and public safety. This paper analyzes the implications and intrin- sic motivation of positioning change, and puts forward that the positioning change should be implemented in the daily supervision. And this change also needs a series of system reform, which includes the revolution of the mechanisms for assessing performance, the improvement of system - building ability and the strengthening of public financial security.
