治理视野下的行政公共性

The administrative publicity under the perspective of governance

行政公共性是形式公共性和实质公共性的统一。在中国,"推进国家治理体系和治理能力现代化"的改革目标使行政公共性获得了新语境。"促进社会公平正义、增进人民福祉"的国家治理根本目标对行政公共性提出了内在要求。"公众有序参与"这一治理要义的展开,为行政公共性的实现提供了民主基础。伴随着国家治理能力的发展、政府治理能力的提升,行政公共性不再是抽象的概念,将会在具体的治理实践中不断得以彰显。

The administrative publicity is a unity of the form and the substance of publicity. In China, we make efforts＂ to promote social equity and justice, enhance the people＇s welfare＂, and such fundamental objective of governance presents an inherent requirement to administrative publicity. Orderly public participation as the essence of gov- ernance provides a democratic basis for the realization of administrative publicity. With the development of gov- ernance capacity and governance capability, administrative publicity is no longer an abstract concept, but will continue to be manifested in specific governance practices.
