在从农业社会到工业社会再到我们目前正在经历的后工业化进程中,社会治理是一个从单一中心治理模式走向多元主体合作治理模式的过程。合作治理模式中的多元主体处于网络结构中,彼此承认并相互尊重,服务型政府正是在"他在性"导向中生成的与合作治理模式相适应的政府模式,也是人类社会发展中正在出现的政府模式。

During the process of evolving from the agricultural society via industrialization to today＇s post-industrial era, social governance is a process of moving from the single-centered mode to cooperation by multiple entities. These entities are positioned in a network structure, with mutual recognition and mutual respect. The service-oriented government is a model generated in the ＂otherness＂ orientation that adapts to the model of cooperative governance, as well as an emerging model in the history of social development.
