城市规划区内的乡村规划编制实践——以广州市南沙区芦湾村规划为例

RURAL PLANNING COMPILATION PRACTICES IN URBAN PLANNING AREAS: A CASE STUDY OF LUWAN VILLAGE IN NANSHA DISTRICT OF GUANGZHOU CITY

芦湾村处于城市规划区内,没有农田和农业,但村民保留着农村户口和农村集体经济组织形式,乡村聚落形态特征明显。这类处于城市规划发展的核心区域、没有农业和农业用地,仍然保持乡村聚落的村庄是珠三角城市化区域的一种普遍存在的村庄类型。芦湾村的特殊性使得这类村庄规划既不适用于现行城乡规划体系中的村庄规划,也不适用于市镇详细规划,需要引入新的规划工具--综合社区规划。本文以芦湾村为例深入分析了芦湾类型村庄规划的困境,提出应以区域发展目标来指导村庄规划类型的选择,并在芦湾村乡村规划实践中试图避免重复"城中村"发展途径,倡导村庄发展应渐进有序转型为城市社区的价值观,保持和强化村庄物质空间的历史文化价值的规划思想,以及结合城市绿地布局保留村落的自然景观格局的规划方法,以此探索城市化区域乡村规划发展的新途径。

Luwan Village is in the urban planning area, with no farmland and no agriculture, but it still retains the rural Hukou, rural collective economic organization, as well as distinct village settlements. Located in the urban core area, these villages are usually expropriated of agricultural land, and they keep intact village settlements, which is common in the process of urbanization in the Pearl River Delta. These features render the villages unsuitable for either traditional rural planning, or town detailed planning. Instead, they need comprehensive community planning tools. This paper discusses that the sort of Luwan Village lacks suitable planning. Considering this, we should guide village planning towards regional development objectives, and in the meantime, avoid the duplication of ＂urban village＂ development route. We recommend that village development should stick to a slow and orderly process during its transition into an urban community, maintain and strengthen the historical and cultural value of its physical space, and utilize the layout of urban green space to preserve the natural landscape of villages. In doing so, we can then explore new routes for rural planning development in urbanized areas.
