Vote with Their Feet: The Impact of Demands for Public Service on Household Register Wishes among the New Generation of Migrant Workers

使用定量数据,基于比较视角,以深圳市为例,分析了新生代农民工(第二代和第三代)的公共服务需求对类型期望和时间期望两方面户籍意愿的影响;研究发现:第二代的子女义务教育和住房保障需求倾向于选择深圳户籍满足,而就业保障和养老保障需求倾向于选择非深圳户籍实现;第三代短期内希望医疗保障需求通过老家县城或城镇户籍实现,长期内则希望住房保障需求通过深圳户籍实现;第二代落户深圳的意愿更加强烈,并受到社会经济地位、来源地、是否拥有土地等因素的影响,而第三代的户籍意愿较不确定;新生代农民工通过对比城乡及不同地区的公共服务供给差异,通过"用脚投票"的方式做出理性的户籍选择。

Adapting comparative perspective, the study based on quantitative data from Shenzhen City is conducted to analyze the descendant （the second and third generation） of migrant workers＇ demands for public service affecting their expectations in various types and time on household register. The research found that the second generation of migrant workers demanding for compulsory education on their children and housing security tend to choose household register of Shenzhen city and whose demanding for employment security and old - age security tend to choose household register of non- Shenzhen. The third generation expect to get medical security through household register of their hometowns or countries in the short term and hope to get housing security through household register of Shenzhen in the long term. The second generation are more eager to get Shenzhen residence than the third generation, which are influenced by social - economic status, the origin, ownership of land and other factors. The third generation＇s household register wishes are uncertain. The new generation of migrant workers vote with their feet to choose household register by comparing the ur- ban and rural supplies of public service in different regions.
