基层协商民主:必要性、现实困境与基本对策

Consultative Democracy at Basic Level: Necessity, Reality Dilemma and Fundamental Countermeasure

随着广大基层人民的政治参与意识不断增强,为正确处理多样化的利益诉求,决定了基层协商民主是最佳选择。然而,当前基层协商民主也面临着一些发展的问题,主要表现在包容性缺陷、平等性失真、融合性受阻、成效性瓶颈等方面。为有效推进基层协商民主发展:一要以贯彻群众路线为宗旨,构建基层党政群协商的共治模式;二要以规范化为总要求,构建基层协商的运作机制;三要以改善民生促发展为目标,构建基层协商的良好环境。

As the increase of political participation awareness at basic level, consultative democracy has become the best choice in dealing with diversified interest appeal. There is, however, such issues in the development of consultative democracy as inclusion defect, equality distortion, obstacle of integration and productive bottleneck. The following countermeasures could be adopted in order to promote the development of consultative democracy： the construction of a multi-governing system, the establishment of operation mechanism and the construction of a good environment for consultative democracy.
