陕西安康市畜禽屠宰管理现状与问题分析

Situation of and Problems in Livestock and Poultry Slaughtering Management in Ankang City of Shaanxi

安康市的畜禽屠宰管理职能已由商务部门全部转交至农业部门。农业相关部门通过责任落实、组织调研、专项检查、培训教育和示范建设等活动,保障了全市屠宰监管工作的顺利进行。但监管工作中还存在管理机构不健全、执法力量不足、企业条件简陋、私屠乱宰现象尚未根除、执法依据不足等问题,提出了健全法规、明确机构设置、落实责任主体、科学规划等建议。

The livestock and poultry slaughtering management responsibility was transferred to agricultural department from the commercial department in Ankang. The agricultural departments tried to ensure the smooth development of supervision over slaughtering industry via responsibility implementation, organizing investigation, special examination, training and demonstration. Problems still existed in the supervision, such as management institutions imperfect, law-enforcement staff insufficient, poor condition of slaughtering industry, presence of illegal slaughtering, lack of law-enforcement basis. Corresponding proposals were put forward： improvement of laws and regulations, definition of institutions, the main responsibility of the implementation and scientific planning.
