海南省免征检疫收费后动检工作中存在的问题与解决思路

Problems in Animal Quarantine Works after Exemption of Quarantine Fees in Hainan and the Solutions

海南省在免征动物检疫费后,工作任务量有所增加,由于经费得到保障,全省动检工作仍在有序开展,但在动检工作中依然存在检疫主体不合法、官方兽医队伍不稳定、检疫证章标识经费没保障、管理制度不健全等问题。据此本文提出了理顺检疫主体合法性、制定官方兽医配置方案、经费全部纳入财政预算、出台《官方兽医管理办法》等解决思路。

The animal quarantine workload was increased in Hainan after exemption of animal quarantine fees. Due to the secure funding, the animal quarantine work was orderly carried out, but still existed some problems, such as illegal law enforcement bodies, official veterinarian teams unstable, unsecure fund for quarantine badges or logo, and unsound management systems. Therefore some solutions were put forward, including rationalization of legitimacy of quarantine bodies, formulating of official veterinarian allocation plan, all the fees brought into the budget, issuing The Official Veterinarian Management Method.
